Addressing LPR questions

Fixed and mobile License Plate Reader (LPR) technology has proven effective in helping prevent and investigate crimes at our properties. This technology has assisted in the investigation of public safety incidents and helped law enforcement identify and apprehend individuals responsible for those crimes.

We believe that the use of LPR technology must be accompanied by appropriate safeguards, oversight, and controls. GGP operates its LPR program in accordance with applicable federal, state, and local laws. Because legal requirements governing LPR technology may vary by jurisdiction, GGP applies any additional or more restrictive requirements applicable to the state or locality in which a property is located.

GGP has been transparent about our LPR program since its inception and remains committed to using this technology responsibly.

  • Our LPR cameras are visible to the public, and LPR signs are conspicuously posted at each fixed LPR location.
  • LPR data is used solely for crime prevention, investigation, and parking program purposes. We do not sell LPR data, use it for marketing, or use it for unrelated commercial purposes.
  • We retain license plate data for 30 days, unless otherwise required by law. Thirty days allows for the thorough investigation of incidents that were not immediately reported or involved advanced “casing” of the location.
  • Access to LPR data is strictly limited to authorized security personnel and our Corporate Security Team. We disclose such data to law enforcement subject to applicable law.
  • Most searches of the LPR system are conducted as part of an investigation to identify an unknown license plate associated with a crime at our properties. These searches are generally conducted in conjunction with supporting security camera footage.
  • Searches involving known license plate numbers are less common, and subject to additional oversight and audit. These searches are logged by the system for auditing purposes, and security personnel are required to document a valid reason for each search.
  • We do not have access to law enforcement or Department of Motor Vehicles databases that identify vehicle owners or provide other personally identifiable information (PII).

GGP is committed to having safeguards in place for the responsible use of security technology and with protections for customer privacy.

Crime prevention and investigation

Real-time LPR data may be used in coordination with local law enforcement to assist in identifying stolen vehicles, stolen license plates, and vehicles associated with individuals who may be wanted by law enforcement.

  • LPR technology may assist law enforcement in identifying vehicles associated with circumstances that may present public safety or security concerns.
  • LPR technology may be used to detect vehicles known to be associated with individuals who have been banned from the property.
  • LPR technology may be used to help identify vehicles suspected of being associated with a recent crime or ongoing investigation.
  • Historical LPR data (30 days) may be used to assist with criminal investigations.

Parking program

LPR technology may be used to help identify employee vehicles that are not parked in designated employee parking areas. This helps us preserve prime parking areas for customer use.

  • LPR technology may also be used to help identify vehicles associated with individuals who are using mall parking for purposes unrelated to the mall, such as commuters, employees of nearby office buildings, or students attending nearby schools. Parking on our private property while visiting destinations unrelated to the mall is prohibited.
  • Repeated noncompliance with our employee parking program or unauthorized use of our private parking facilities may result in enforcement actions permitted under applicable leases and local laws. Depending on the circumstances, these actions may include fines assessed to a tenant, towing, or the temporary immobilization of a vehicle using a commercially available, non-damaging device designed for that purpose. Towing or temporary immobilization may require payment of a fee before the vehicle is released.

What LPR data is collected?

LPR data is collected automatically when a vehicle’s license plate passes within view of an active LPR sensor.

  • LPR data may include vehicle make/model/color, the license plate number, a photograph of the license plate and portions of the surrounding vehicle, the location, and the date and time of the data capture. This is general information that could also be observed by a person in the parking area. Personally identifiable information (PII), such as the vehicle owner’s name or address, is not paired with license plate data within our LPR system.
  • Unless otherwise required by law, license plate data is retained by the LPR system for 30 days and then automatically deleted.
  • Access to the LPR system is limited to authorized personnel, including designated on-site security staff and members of the GGP Corporate Security Team. Authorized users are assigned unique usernames and passwords, and system searches are logged and auditable.
  • LPR data may be disclosed to law enforcement in connection with legitimate public-safety or investigative matters and only in accordance with applicable law. Depending on the jurisdiction and circumstances, disclosure may require a court-issued order or legal process, certifications, documented investigative justification, or compliance with restrictions concerning the purpose, use, access, or further disclosure of the data.
